2007 Grand Marshals
Town Mayor, Phil Osborne was slated as the 25th Grand Marshall of the Mountain Treasures Festival along with the past twenty-four previous grand marshals of the festival from 1982 to 2006.

Phil has lived and worked in Dungannon the majority of his life. His roots are several generations deep here. His early childhood recollections are of a time when The Depot was the hub of the community. A time of passenger trains, rail freight service, and the convict camp were part of life then. On the river bank or time spent with his Grandfather (S. I. Osborne) at his general or hardware store, are vivid memories of his early life in Dungannon. He continues to operate that hardware store, begun by his Grandfather in the late thirties.

Phil graduated from Dungannon High School in 1963, attended Clinch Valley College (UVA-Wise) and spent two years in the US Army serving in Vietnam.

His community service began in the late sixties serving as recorder for the Town of Dungannon. From that time until the present he has served as a member of the Town Council or in the capacity of Mayor.

He has been in the forefront of movements to improve the quality of life in Dungannon. Those endeavors include obtaining local medical service with the establishment of Clinch River Health Services, serving on the Board of Directors from its inspection until 2006, organizing the volunteer fire department, obtaining funding and overseeing the completion of a technologically advanced water and sewer system. He served as president of Dungannon Ruritan, helped with the organization of Dungannon Development Commission and serves on the serve on various appointed committee dealing with the school system and job growth for the area. He also serves on the Administrative Board of the Dungannon United Methodist Church.

Phil was the recipient of the 1984 Kingsport Times-News award for distinguished community service, the 1997 director of the year award from the Scott County Telephone Coop, Scott County Rotary Club 2004 professional of the year award and various hardware dealer recognitions.

He is married to the former Margaret Banner and they have two grown children, Monica and Luke. Being an avid gardener, he enjoys the outdoors, from the mountains to the river bank.

Phil’s philosophy of life - ‘Do unto others as you would have them do unto you’.
